Boy Scout Resident Camp was held at Bear Paw from June to August in 1997.

The first new building in camp since the completion of the 1980 Capital Improvement Project, the Fox Showerhouse, was put into service for the 1997 season. The new building was designed to accommodate the growing needs for separate facilities for adults, campers, and female leaders. Construction of the new facility began late in 1996 and work proceeded through the fall and into the spring. The building was constructed by Oscar J Boldt Construction Company of Appleton and was built largely from materials and labor, donated by Boldt Construction.

The summer of 1997 also saw the first season of a pilot program for advancement of younger campers. After several unsuccessful attempts to provide instruction for the outdoor requirements for Tenderfoot, Second Class and First Class ranks, 1997's Eagle Challenge was the first success. For the first time, this program had an area in camp and a full time staff to accommodate these scouts. The ability to come to a common area and work with a dedicated staff proved groundbreaking and Eagle Challenge spread to other camps.

The Eagle Challange program found a home across from the OA Lodge in central camp. To make space for the new program, the Scoutcraft area moved up the hill and settled behind Torinus Lodge.
